have you checked for any vacuum leaks?

Your throttle position sensor (TPS) is probably hanging up. If the voltage is above 1.000 volt when the throttle is closed, the idle will stay higher than normal until the TPS goes below 1 volt.

Try blipping the throttle a few times when it's idling high and see if it drops down.

what year car is it in? On the timing, i assume you are pulling the spout and replacing it after setting timing, correct? If you are total timing it, i would imagine it would bad sluggish, and 28* would be like the computer advancing it.

just a thought
