how do you loosen it? my manual says to put a socket on it and pull up, but this does nothing

Put a socket and long wrench/breaker bar on the bolt that goes through the pulley, and not the upper tensioner bolt.

when they say to pull "UP"...they're meaning counterclockwise.....all things are relative ;) this bolt that goes through the pulley is a lefthand thread
