the engine must be running for the clutch to engage...not just key on.
if it doesn't engage then, check with a test light (with the engine still running and switch jumped) to see if the clutch is getting power at the harness. If it is, then most likely the clutch coil is burned up and you need a clutch. If it's not, it's something electrical...hope this helps some.
