Do you have any picture programs like photoshop or paint shop pro?
If you do, look for image resize

If you have Windows XP and Office 2003 (Office XP I think has it too) there is a utility called the Microsoft Office Picture Manager under Office Tools. You can edit pictures and resize/compress them as necessary. If you use compress there are several options. Save it as a jpg or jpeg.
