My 2 cents.
Yes you can run without one. I don't recommend it. Yes you can have issues with some starters.

As far as dust/water/etc staying out. How would block plate effect that. It is completely open at that bottom. Really won't have an effect. The dust cover at the bottom minimizes how much stuff comes into the bellhousing but is far from keeping everything out.

all the t-5s i have seen have a full plate no dust cover section. the (dust cover) part was for removing auto converter bolts. unless i am wrong

Just do it correct if possible. I personally would think without it.would be like the input shaft being longer. Kinda like bolting a fox bell on a sn95 tranny. Not sure how much but it would be some. Or how close it would put the tapered shoulder of shaft to pilot bearing. Lol just an observation.
