Cool Belt Tensioner

how do you loosen it? my manual says to put a socket on it and pull up, but this does nothing

Put a socket and long wrench/breaker bar on the bolt that goes through the pulley, and not the upper tensioner bolt.

when they say to pull "UP"...they're meaning counterclockwise.....all things are relative this bolt that goes through the pulley is a lefthand thread
