Rim screws?

When do you need rim screws? I finally remembered to mark my wheels and they spun around 1/4" on two passes

Mine used to spin every pass I have scuffed up the rim where the bead seals and got some of granmama's aque net hair spray and sprayed the shit out of the bead mounted them up and I'm good to go. I did this on my convo pros and it might have moved 2 inches in the last year.
