Shifter bolts keep backing out?

Steeda Triax, T45.
I already put locking washers under the head of the bolts and RTV sealant on the base, but the bolts still back out.

Is this normal? If not, whys it doing this?

And can I use loc-tite on those bolts?

mine do it as well. I think i am gonna try a dab of lock tite. I believe the vibrations is what is causing it to work its way loose.
