How to save a car (LEO's inside)

Is there anyway to keep a theft recovery car streetable if the vin tags are stolen? Can they be reissued in the state of Alabama? Here is a 93 cobra on ebay minus drivetrain and vin tags. Can this car be saved?

Talk with someone from the Dept. of Revenue, I think it could be classified as a "Rebuilt".

I'm pretty sure that it can be re titled as rebuilt. if it still has an original engine, you can also get the numbers off the engine, then get the original vin# from Ford. Sometimes the vin is also elswhere like on the motor. It is very possible, especially in Alabama. We title anything! LOL
Sorry, didn't see that there is no engine! Still possible to re-title, though. Revenue Dept. is best place to find out. Good luck talking to a human!
